
ZANZIBAR: ZANZIBAR’S Second Vice-President, Hemed Suleiman Abdulla has highlighted leadership training as a critical tool for improving cooperation between legislators and the government.
He made the remarks on Tuesday while opening a threeday leadership training session for the Parliamentary Steering Committee, the Parliamentary Service Commission and Deputy Chairpersons of Standing Committees at the National Assembly sub-office in Tunguu, South Unguja.
Mr Abdulla said the Constitution clearly defines Parliament’s mandate in promoting good governance and accountability.
He cited Article 63 of the 1977 Constitution, which empowers Parliament to oversee and advise the government on budget implementation, enact laws, ratify treaties and raise matters affecting citizens. He added that the Parliamentary Service Commission oversees parliamentary administration, including budgeting, resource management and safeguarding the welfare of parliamentary staff and MPs.

The Second Vice-President expressed confidence that the training would provide a platform for experience sharing and strategic discussions aimed at improving committee performance and professionalism.
Mr Abdulla stressed the importance of continuous learning, echoing similar calls made by President Samia Suluhu Hassan and Zanzibar’s founding President Abeid Amani Karume.
Speaker of Parliament Mussa Azzan Zungu reaffirmed the importance of strengthening relations between Mainland Tanzania and Zanzibar. He proposed the establishment of a parliamentary training college in Zanzibar to attract learners from across the region
