DODOMA: THE Deputy Permanent Secretary in the Prime Minister’s Office – Regional Administration and Local Government (PO-RALG), Mr Sospeter Mtwale, has called on regions and councils to ensure strict performance, professionalism and accountability in implementing climate change interventions under the Scaling up Climate Adaptation (SCALE) programme.

Opening a meeting of regional and council experts in Dodoma on Wednesday, Mr Mtwale stressed that the programme operates under a results-based financing model, meaning funding will depend on performance.

“Given that the programme disburses funds based on performance, it is important for councils to implement activities diligently and submit reports on time,” he said.

He emphasised the need for appointed experts to execute their responsibilities professionally and ensure timely submission of implementation reports.

Mr Mtwale also called for close supervision of action plans to ensure interventions align with priorities identified by communities, while advising councils that may not qualify in the first phase to address technical gaps for consideration in subsequent phases.

He said the meeting aimed at strengthening participants’ understanding of the criteria used to assess councils’ capacity in implementing climate resilience interventions.

Preparations for the first phase have been completed, with 54 councils in Mainland Tanzania expected to participate subject to meeting the required standards.

The programme, which commenced in the 2025/26 financial year, will run until 2030/31 at a cost of 110 million US dollars.

Of this amount, 90 per cent is concessional financing and 10 per cent is government grant support. It is being implemented by the central government in collaboration with eight institutions, 26 regions and 65 councils, including 54 councils and 21 regions in Mainland Tanzania and 11 councils and five regions in Zanzibar. Speaking on behalf of participants from Iringa Region, Dr Golyama Bahati said the guidance provided would help councils strengthen execution of the programme.
