DAR ES SALAAM: THE Tanzania Railways Corporation (TRC) is strengthening its strategic partnership with the Korea Railroad Corporation Joint Venture (Korail JV) to accelerate the development of Tanzania’s railway infrastructure.
This collaboration is designed to fast-track modernisation of the national rail system and enhance operational efficiency across key transport corridors.
The partnership is closely aligned with Tanzania’s long-term development priorities, particularly the modernisation of transport infrastructure as a foundation for achieving uppermiddle-income status under the country’s long-term development framework, DIRA 2050.
Rail infrastructure is viewed as a central pillar in this transformation, supporting industrial growth, regional integration, and improved connectivity.
A major component of the collaboration is the transfer of advanced railway technology and the strengthening of technical capacity within Tanzania’s rail sector. Through this framework, the Government of Tanzania and Korail JV are working jointly to integrate modern railway operation systems and maintenance technologies.
The partnership is intended to improve efficiency, reliability, and safety across railway operations. Korail JV has become a key technical and strategic partner in the ongoing transformation of Tanzania’s rail network.
In addition to its involvement in the flagship Standard Gauge Railway (SGR) project, the joint venture is positioning itself for broader regional engagement. Its long-term strategy includes expanding railway expertise and investment opportunities across East Africa, including potential infrastructure development in Burundi, Rwanda, Uganda and South Sudan.
Human capital development is a central pillar of the cooperation. The partnership includes structured capacity-building programmes aimed at strengthening the skills of Tanzanian railway personnel. These training initiatives are designed to enhance the technical competencies of engineers, electrical train operators, and maintenance technicians.
The training focuses particularly on the operation and maintenance of electric rolling stock, modern signalling systems, and advanced railway power infrastructure. This is intended to ensure that Tanzanian professionals can independently manage and sustain modern railway systems, reducing reliance on external technical support over time.
Alongside Korail JV, South Korea’s Cheil Engineering plays a critical supervisory and technical role within the broader railway development programme. Working in collaboration with the joint venture, Cheil Engineering is overseeing design review processes and construction supervision for key sections of the Standard Gauge Railway network.
Its responsibilities include monitoring major SGR corridors such as the line connecting Dar es Salaam to Mwanza, as well as the Uvinza-toMsongati route.
These corridors are strategically important for domestic freight and passenger transport, linking key economic zones and enhancing cross-border trade potential. Cheil Engineering is also providing technical expertise for the Southern Corridor, which is designed to connect Mtwara Port on the Indian Ocean to Mbamba Bay on Lake Nyasa.
This corridor is expected to play a major role in unlocking southern Tanzania’s economic potential by improving transport efficiency for goods, agricultural products, and industrial materials.
According to SGR Project Manager Mr Younghak Choi of Cheil Engineering, the company is contributing beyond railway construction. It is conducting extensive research across multiple infrastructure sectors, including roads, bridges, water supply systems, sanitation infrastructure, and environmental protection frameworks.
This multidisciplinary approach is intended to ensure that transport development is integrated with broader national infrastructure planning.
Mr Choi also noted that Cheil Engineering has developed strategic mapping systems that combine Tanzania’s natural resource distribution with existing and planned road and rail networks. These guide maps are designed to support sustainable development planning, enabling better coordination between infrastructure expansion and resource utilisation.
The integration of spatial planning and infrastructure mapping is expected to improve decision-making in national development projects. It also supports long-term sustainability by ensuring that transport infrastructure aligns with environmental considerations and economic priorities.
The railway development programme is closely tied to Tanzania’s broader national development vision, DIRA 2050. This strategic blueprint aims to align economic growth with population dynamics and long-term sustainability goals. It places strong emphasis on infrastructure development as a key driver of national transformation.

Within this vision, transport infrastructure—particularly railways—is identified as a critical enabler of economic modernisation. Priority areas include the expansion of tarmac road networks, construction of durable bridges, and continued development of the Standard Gauge Railway system.
The SGR network, which extends from the capital city Dodoma to Kigoma on the shores of Lake Tanganyika, is among the flagship projects under this strategy.
The railway expansion is expected to significantly improve domestic and regional connectivity, reduce transportation costs, and increase the efficiency of goods movement across the country. It also supports Tanzania’s ambition to become a major logistics and trade hub in East Africa.
The implementation of these infrastructure projects has already begun to generate broader socioeconomic benefits. Improvements in transport connectivity are contributing to better access to public services, including health and education, while also stimulating economic activity in rural and urban areas.
Enhanced railway infrastructure is expected to further accelerate industrial growth by reducing logistical bottlenecks and improving access to regional and international markets.
The integration of modern rail systems with ports, industrial zones, and trade corridors is central to this objective. The partnership between TRC and Korail JV reflects a broader trend of international collaboration in infrastructure development, where technical expertise, financing and capacity building are combined to deliver large-scale national projects.
In Tanzania’s case, the emphasis is on building a sustainable, efficient, and technologically advanced railway system capable of supporting longterm economic transformation.
