
MOROGORO: THE Commissioner of Conservation at the Tanzania Forest Services Agency (TFS), Prof Dos Santos Silayo, has urged TFS officers to maintain financial discipline and prepare effective plans to ensure that the 2026/2027 fiscal year budget delivers positive results for both the institution and the nation.
Speaking at the Planning and Budget Analysis meeting held in Morogoro Region, Prof Silayo noted that budget planning should be realistic, taking into account available revenue and expenditures, while aligning with TFS’s strategic objectives.
Additionally, he said that public officers must carefully manage public resources, avoid wasteful spending, and minimize unnecessary mid-year budget adjustments.

“We plan the budget based on specific objectives. Every shilling should be used to implement planned priorities and achieve measurable results,” he said.
Moreover, he instructed each region and unit to clearly identify revenue sources, available opportunities, and strategies for utilizing them without harming natural forests, highlighting the importance of strengthening forest plantations and designing productive projects.
He also urged unit heads to ensure that initiated projects are completed on time and to avoid abandoning projects due to poor planning or unsatisfactory management.
