SINGIDA: THE government is moving to change how development funds are managed, with money allocated for water, road and energy projects set to flow directly to sector funds instead of passing through the government general fund, Prime Minister Dr Mwigulu Nchemba has said.

The proposed reforms, which have been submitted to Parliament, are intended to address bottlenecks in the flow of development financing, enabling priority infrastructure programmes in water, transport and energy to progress with greater efficiency and predictability.

Mwigulu announced the proposed changes on Saturday during a public address to residents of Ndago Division at Ndago Primary School grounds in Iramba District, Singida Region.

He said the new financing framework would strengthen institutional capacity by ensuring that approved resources are channelled directly to the respective sector funds, improving financial responsiveness, and reducing administrative delays that have historically affected project execution.

“All funds allocated for roads, water, and electricity will no longer pass through the Government General Fund. They will be transferred directly to the relevant funds to ensure faster implementation of projects,” Dr Mwigulu affirmed.

Furthermore the Prime Minister said the policy shift follows a period of intensified public investment in strategic national infrastructure projects, including the Julius Nyerere Hydropower Project (JNHPP), the Kigongo Busisi Bridge and the Standard Gauge Railway (SGR).

Accoring to him, the government’s decision to concentrate resources on these flagship projects was guided by their strategic importance to Tanzania’s long term economic transformation, noting that several have either been completed or reached advanced stages of implementation.

“We made a strategic and patriotic decision to complete these projects because they were important for the future of the nation. Now that they have been completed or reached major stages, the pace of implementing other projects will increase,” he said.
