ARUSHA: CYBERSECURITY and data protection have been identified as key priorities in the implementation of the East African Community (EAC) budget as the region accelerates its transition towards a digital economy.
Contributing to the ongoing East African Legislative Assembly (EALA) debate in Arusha yesterday, EALA Member from Rwanda, Fatma Ndangiza stressed that technological advancement must go hand in hand with robust systems to safeguard citizens’ data and ensure digital security.
She noted that while digital transformation presents significant opportunities, emerging risks linked to social media platforms and digital identity systems call for coordinated action among Partner States.
“As we move towards becoming a digital community, issues of cybersecurity, data protection and the safe use of social media should be prioritised in our budget,” Ms Ndangiza said.
She further stressed that regional cooperation should focus on building secure digital infrastructure and strengthening policies that will enable citizens to actively participate in the digital economy without compromising the safety of their information.
According to the legislator, increased investment in digital infrastructure and data protection systems would boost the bloc’s competitiveness and allow citizens to benefit more from the safe use of technology.
Meanwhile, EAC Secretary General, Stephen Mbundi, has pledged to enhance collaboration with key stakeholders to ensure the Community’s goals are effectively achieved and that citizens fully benefit from regional integration.
Speaking during the parliamentary session, Ambassador Mbundi said close cooperation among EAC institutions and leaders remains vital in fasttracking the implementation of the Community’s development agenda.

He noted that a strong foundation for cooperation has already been laid through previous engagements and consultations, underscoring the need for leaders at all levels including the Council of Ministers, senior officials and the EAC Secretariat to work in unity.
“It is our responsibility to take action and work collectively for the prosperity of our people. That is our focus and we will continue pursuing it,” he said.
