
DODOMA: THE Minister of State in the President’s Office for Planning and Investment, Professor Kitila Mkumbo, has said that the process of developing a new Constitution is already outlined in the Chama Cha Mapinduzi (CCM) election manifesto, and citizens should understand that its implementation is part of the ruling party’s formal commitments.
Responding to Members of Parliament’s concerns over the General Government Budget in Parliament in Dodoma, Prof. Mkumbo referred to Section 2.6, Paragraph 47 of the CCM manifesto, which states that the party upholds principles of good governance, democracy, human rights, and the rule of law as key pillars for sustaining peace and national stability.
He said the manifesto clearly commits to revitalizing and completing the process of establishing a new Constitution, as part of official policies endorsed by citizens through the general election.

Prof. Mkumbo further noted that there have been discussions and statements from some groups advocating for a new Constitution through meetings and demonstrations. However, he emphasized that the agenda is already incorporated within the formal CCM policy implementation framework.
He stressed that it is important for citizens to recognize that there is no separate or parallel new Constitution agenda outside the ruling party’s manifesto, and that implementation of the commitment is ongoing through established government plans and policy processes.
