
ZANZIBAR: ZANZIBAR government has reported notable achievements in governance, local government development and security during the first 100 days of President Hussein Mwinyi’s second term.
Presenting the progress to journalists, the Minister of State in the President’s Office for Regional Administration, Local Government and Special Departments, Dr Idrissa Kitwana Mustafa, said the gains reflect the implementation of key national frameworks, including the Zanzibar Development Vision 2050, the Chama Cha Mapinduzi (CCM) 2025–2030 election manifesto and the government’s strategic development plans.
Dr Mustafa said regional administrations have continued collaborating with security agencies to maintain peace, stability and unity across Zanzibar.
The government has also advanced the construction of offices for Shehas, the grassroots community leaders, with 48 offices currently under construction, 28 in Unguja and 20 in Pemba, reaching about 50 per cent completion.
Preparations have also been completed for the construction of five regional commissioners’ offices, 11 district commissioners’ offices and two sub-district offices in Tumbatu and Kojani, scheduled for the 2026/2027 financial year.
Local authorities have taken significant steps to enhance urban cleanliness and waste management.
A total of 111 sites have been handed over for the construction of waste collection centres, 73 in Unguja and 38 in Pemba. Contracts have been signed for 29 waste collection trucks, with two already delivered and the remainder expected by May 2026.
The government has also partnered with private companies to manage the Kibele main dumpsite and develop wasteto-energy projects. Discussions with international firms are ongoing to further improve sanitation and urban aesthetics across Zanzibar.
In addition, four modern markets have been completed in Mombasa, Kitope, Kengeja and Mzambarauni. The markets in Mombasa and Kitope are operational, while Kengeja and Mzambarauni are in final stages before opening to the public. Local government authorities have contributed over 543m/- to the national economic empowerment fund, providing soft loans to youth, women and persons with disabilities.
Revenue collection also showed strong performance, with 3.83bn/- collected, representing 91 per cent of the 4.21bn/- target.
Meanwhile, the government has drafted a policy on solid waste management and updated environmental sanitation regulations to further strengthen urban cleanliness.
Progress has been made in registering vital events, including births, deaths, marriages and divorces.
Construction of a modern office for the Civil Status Registration Agency in Mahonda, North “B” District, is underway, reaching 45 per cent completion. Improved digital registration systems have also reduced the time needed to obtain certificates and enabled integration with other government systems.
Dr Mustafa said that these initiatives are part of the government’s ongoing commitment to improving public service delivery and quality of life for Zanzibar residents.
